Potholes make up 30.5% of total BTA insurance claims

If last year 419 CASCO and CASCO Potholes claims were received due to damage caused by hitting a pothole, then during the first 80 days (2.5 months) of 2011 already 30.5% of the total number of claims filed in 2010 have been received.

Over the year, every twentieth Latvian driver has gotten in an accident related to driving into a pothole, after which it was impossible to proceed driving, according to the insurance company BTA.

We forecast the total number of claim applications on potholes-created damages will only grow. Road quality is dropping considerably this year. At present, we can say the number of purchased CASCO Pothole policies and claims will be higher in spring time (March, April, May) than during the same period last year. Consequently, the number of filed court cases by insurers to recover the paid claims from the road maintainers or owners responsible for the road quality will climb as well, points out BTA SE Vehicle Insurance Products risk underwriter Aldis Eņģelis.

According to the Chairman of the Latvian State Roads Board Ivars Pāže, the number of potholes is increasing each year, not only due to weather conditions, but also road surface deterioration. Unfortunately, with the insufficient road maintenance and development funding level, the road network is constantly declining. Without timely major road repairs and resurfacing, the number of potholes will surge in spring, hampering traffic significantly, he says.

In order to keep asphalt roads in a good condition, the annual renewal of coverage should comprise 920 km, each year additionally reconstructing 190 km of road surface. However, the deficit of asphalt coverage reconstruction has amounted to 2.859 billion lats, of gravel surface – to 1.663 billion lats. Every year, the state budget funds are directed to road renewal, reconstruction and maintenance, but it is not enough to solve all the road quality issues.

In 2009, the state budget allocated 93.4 million lats for roads, in 2010 – 73.2 million lats, but this year the sum will form 60.3 million lats.

Of this money, 51.1 million lats was directed to the everyday road maintenance in 2009, in 2010 – 52.6 million lats, while in 2011 – 48.2 million lats.

Also, the state budget funding for road reconstruction is decreasing year by year. In 2011, only 5 million lats is intended for capital investments, while in 2009 – 34.9 million lats, and in 2010 – 13 million lats.
