For the first time since the conclusion of construction of the new building for Latvia’s National Library, cleaning of the building’s roof and façade was launched on Thursday, 18 August. Cleaning measures will cost EUR 117,694. Culture Ministry’s Investment and Project Department manager Indrikis Builis says organizers of the procurement expected the price to be lower.
Builis explains that there was major interest for this procurement. Because of that, the ministry expected the price to be lower. «We though the price would be lower because of the high level of interest towards it,» – Builis said.
Organizers of Culture Ministry’s procurement for the cleaning of the roof and façade of the Castle of Light say a total of three offers were received. A low enough price was the main criterion. The price offered by the winner of the procurement – Alfa Vita Life Science GmbH and Remroks – was EUR 97,268 (without VAT). The second lowest offer was EUR 101,000 (without VAT) and the third contender’s offer was EUR 201,000 (without VAT).
Builis explained that it will be the first complex cleaning project for the building of the library. In addition, the surface of the roof and façade will be covered with a substance to prevent intensive accumulation of dirt. When working on the criteria for the procurement project, organizers had to conclude that it was not possible to expect guarantees from contenders that the building would remain clean for two years. Nevertheless, there is hope that the roof and façade of the building will not require cleaning every year.
The cleaning of the library’s façade is part of the final stage of the building’s construction process.
LNB Director Andris Vilks hopes that cleaning will be carried out honestly and well. «The question is for how long the building will remain clean, because having worked in this building we have noticed that it is located in a very dramatic environment. We see that the building’s cleanliness is affected by the railway and the nearby road. Hundreds of cargo trucks pass the building every day. We are located in an environment in which we cannot be certain how long the effect from cleaning the building will last. I would rather not have to face the problem of dirt accumulating on the building shortly after cleaning it,» – said Vilks.
LNB Maintenance Department Director Ivars Kisis adds that massive cleaning activities require serious planning work. He explained that the first cleaning of the building will provide valuable experience. The price is high, and it is important to keep in mind that a similar price will have to be paid from the library’s budget in the future.
Cleaning work will take five weeks in total.
The total area that needs to be cleaned is 22,000 m2, with 14,000 m2 of that area being glass surfaces.
