President wants full power over national security

Major amendments to the regulations of the National Security Council (NSC) have been developed after the initiative of Latvia’s President Andris Berzins. If they are approved, many powers of top officials will transfer into the hands of president, reports the whistle-blower site Pietiek.

Berzins’ spokeswoman Liga Krapane claims that the current version of the regulations has already dated. To take effect, the amendments have to be adopted by the NSC, which has not yet specified a date for a meeting.

According to Pietiek, the most significant changes will concern Article 5, depriving individual council members to call for an emergency meeting and leaving such powers to the president exclusively.

It is also planned to establish that NSC meetings shall be convened at least three times less often – once every three months. Currently, Article 5 states that the Council shall meet no less than once a month. So far, the Chairman had been entitled to convene an extraordinary meeting as often as necessary.

Reportedly, the initiative to make technical amendments came from NSC Secretary Janis Maizitis, who is also President’s advisor on national security matters.

Although the President’s press service refuses to comment, the idea of the amendments was partly suggested by Berzins himself.

According to the site, Berzins unwillingly includes proposals by NSC members on the Council’s agenda. This implies that he has a desire to single-handedly control the NSC.

Neither is Maizitis providing more details, reports Pietiek.

He has recently been mentioned as the possible candidate for the post of the Constitutional Protection Bureau Director.

The NSC is responsible for a unified public policy on national security. It has the right to request security authorities all information related to national security. The NSC can also advise the Parliament on dismissal and appointment of the Constitution Protection Bureau Director.
