«If you just ignore questions asked by Corruption Prevention and Combating Bureau for half a year, this once intimidating institution will give up and stop its investigation. Such an approach has been proven effective by the suspended mayor of Ventspils Aivars Lembergs,» – writes Pietiek portal.
«A.Lembergs was asked to provide additional information in relation to the statements made at the 8 June 2016 conference on multiple occasions. Lembergs has yet to provide any answers. Because of that, the investigation was ended,» – such a response was provided to the portal by KNAB acting chief Ilze Jurča.
This means KNAB tried to acquire explanations from Lembergs. When the bureau failed to acquire anything, instead of taking serious measures, the bureau decided to simply end the investigation. Later, however, KNAB added that ending the investigation does not necessarily mean actually ending it. The bureau did not provide more information on this explanation, Pietiek wrote.
«KNAB’s Nr.1/7545 response mentioned a specific investigation that has not yet been concluded, but rather halted, as in this case facts in the hands of people mentioned in the letter play a major role,» – states the explanation provided by the bureau’s representative. In addition, information received by KNAB will be stored and used in future work.
The portal had previously described the attempt by the bureau to bounce back the need for a detailed inspection of Lembergs’ statements voiced at the last year’s summer conference about KNAB, Constitution Protection Bureau and State Revenue Service representatives Juriss Jurass, Aigars Sparans, Edija Ceipe, Janis Boroviks and the role those officials played in covering smuggling activities
Lembergs’ public statements about those four were unusually direct and clear. While in relation to Ceipe and Boroviks Lembergs chosen formulation was based on ‘I was told’ and ‘I cannot say for certain’, statements in relation to the other two were much more direct.
«Fuel contraband, Sparans is its protection. He is the curator and protector of the fuel contraband business,» – Lembergs said about SAB officer Sparans.
The portal reports – while the statement about Sparans was voiced by Lembergs with a pinch of «I’ve heard that’, the infamous Ventspils resident’s statements about Juris Jurass were direct and clear: ‘Jurass is the boss of cigarette contraband. He is the head of KNAB’s operative investigations department. He ensures control over the system in a very simple way. If someone does not abide by his rules, he turns and tells them their husband, father or brother has a problem.»
Two months after Lembergs voiced his opinion, Normunds Mezviets, head of Security Police, also decided to initiate inspections. Although Mezviets promised inspections would reveal information, Security Police remains silent.
