CPCB: deputies rent apartments at higher prices than on market

The sums indicated in apartment rental contracts by the Saeima Deputies, who have declared their place of residence outside Riga and have exercised their right to apply for rent compensation, are significantly higher than the real estate rental prices in different Riga suburbs set by real estate companies, the Corruption Prevention and Combating Bureau (CPCB) has concluded.

Baltic news, News from Latvia, BNN.LV, BNN-NEWS.COM, BNN-NEWS.RUTherefore, the CPCB has turned to the Saeima Public Expenditure and Audit Committee, asking for verification of whether the current rent and transport compensation amount received by the Saeima deputies is in line with the statutory provisions for effective use of public funds, reports Pietiek.com. The Saeima deputies have to ensure that when fulfilling their duties less financial resources are used to achieve a goal, and this also applies to refund requests for rent and transport costs, the CPCB points out.

When examining the deputies’ rental contracts, the CPCB found they use the opportunity to request the maximum rent compensation, regardless of where the apartment is located in Riga, although the rental market prices differ throughout the capital city. In November and December 2010, deputies applied for rental compensation on average of 380 – 388 lats, which is the maximum compensation. Deputies chose different residential areas in Riga with ranging market prices – Kengarags, Sarkandaugava, Plavnieki, Ilguciems, Jugla and Riga centre. The deputies’ rented apartment floor area ranges from 30 up to 120 square meters. However, neither the location, nor the size of the apartment has affected the price specified in rental contracts, which, in most cases, is the maximum permissible.

The CPCB has requested several real estate companies’ information on the average prices of well-furnished apartments or dwelling spaces in different Riga suburbs, including costs for public utilities, Internet and television services. After compiling this information, it was concluded the average price of 45–60 square meters apartment varies according to its size and location in a particular Riga suburb. However, the average rental price for a two-room apartment in summer is from 170 –220 lats, but in winter – from 185 to 280 lats; while for three-room apartment in summer – from 180 to 290 lats, but in winter – 200 to 330 lats.
