On Wednesday, 9 October, Latvia’s Corruption Prevention and Combating Bureau (KNAB) detained ex-mayor of Daugavpils Rihards Eigims over suspicions of bribery and money laundering, according to information from LETA.

KNAB reports that the criminal process was initiated 25 September 2019 in accordance with Part 4 of Section 320, Part 1 of Section 232 and Part 1 of Section 195 of the Criminal Law. This means he is accused of taking and giving bribes, as well as money laundering.

KNAB explains that materials of the criminal case contain information that a Daugavpils City Council may have been accepting bribes worth no less than EUR 6 000 from a representative of some company between January 2018 and August 2018 in exchange for support in tenders organized by Daugavpils County Council. Additionally, this official is accused of performing money laundering activities.

Two persons have been detained so far – one official and one private person. Security measures will be decided on within 48 hours.

Local news portal gorod.lv reports that the case is associated with the municipality’s procurements for catering services in two education facilities performed in 2018. Both procurements were won by Latgales Optima. Information from the website of the Procurement Monitoring Bureau shows that this firm was a regular winner of the municipality’s procurements.

This is not the first criminal process in which Eigims is the accused. KNAB had detained him in December 2018 in the criminal case regarding extortion of a bribe. He was released soon after his detainment. Pre-trial investigation of this case continues.

KNAB had reported launching a criminal process in September over a bribe request of EUR 10 000 from a Daugavpils City Council official from a private person in relation to a construction procurement in the city. There was information of at least two detained persons. KNAB also performed investigative activities at Daugavpils City Council.

Last year’s criminal process is related to two procurements for reconstruction of education institutions worth EUR 4 million. Modus būve won those two procurements. Information from the Procurement Monitoring Bureau’s website shows that the total worth of the contract for the reconstruction of the education institution located on Parādes Street 7 is EUR 2 730 347 (including VAT). Modus būve was chosen as the winner in competition among four contenders.

Eigims claims he has neither taken nor accepted any bribes, adding that KNAB has not presented him with any charges.
