Latvian residents lose at least 460 000 euros to questionable websites

As a result of operations of questionable virtual platforms Latvian residents have suffered losses worth more than EUR 460 000, according to information from State Police.

It should be said here that the aforementioned amount was calculated based on applications submitted to police. State Police stresses that the actual extent of damages could be much larger, considering ongoing fraudulent activities.

State Police Cyber Crimes Enforcement Unit urges residents to be careful of the most common forms of internet fraud – investment of funds in questionable virtual internet platforms.

Over the course of 2019 the Cyber Crimes Enforcement Unit received applications from more than 15 private persons, as well as statements from foreign law enforcement institutions, informing them of this particular phenomenon.

Offers are usually received by residents vie phone from unknown persons introducing themselves as ‘finance specialists’. Speaking in Russian, these people offered investing in some internet platform.

Police urge residents to be careful when receiving phone calls from unknown numbers and people claiming to be financial brokers or other types of «financial specialists». Fraudsters often use telephone numbers registered in different countries (Latvia, Lithuania, Estonia, Portugal, Italy, Austria, France, Belgium, England, Germany, Romania, Netherlands and others) and are known to be very insistent in «proposals» to invest finances in different broker/investment platforms that are not legally allowed to work in Latvia, police explain.

If potential investors agree to the offer, further communication is performed using either Skype or WhatsApp. Police stress that fraudsters prefer to communicate using Russian language. Nevertheless, it is entirely possible they might use other languages. Police say so far fraudsters have not used Latvian language to communicate with people.

Fraudsters use different platforms for investments with all kinds of names. Names of such platforms known so far: gfbroker., alegramarkets., market-invest., maximarkets., mmglobal., everest., everest-trade, gmoption., Capital Citadel FX, Citadel Forex, Go Capital FX, CT – Trade, Delloy Trade, Glenmore Investment, Trade.Rock-Finance, Rock Capital Market, Fx-dealer, 24option, Fxnobels, Fxgtrade, Stock trade market, Markets-invest, alphacapital and others.

With help from these «financial specialists» help their «clients» create accounts in virtual internet platforms and deposits of investments commence. This way people who agreed to participate in questionable financial operations online start giving away their money. As communication with «financial specialists» continues, participating people perform different financial operations – purchase and sell shares, perform other kinds of financial activities, etc. This creates the impression that people are making money, whereas in the reality they are losing money.

State Police, having performed a preliminary investigation of such cases, have confirmed that such fraudulent activities are organized and performed by an organized group from another country. It is known that this group is active in Latvia and in nearby neighbouring countries.

Police urge residents to be careful and not communicate with unknown people. Additionally, before making the decision to invest money anywhere, it is necessary to check if the proposed company is even registered in Latvia, as well as its sector of operations, its licenses and other information that can help prove the legality of this company in the country.

Residents can check if an investment platform or service provider is allowed to provide services in Latvia by using Finance and Capital Market Commission’s website www.fktk.lv and its section regarding issued licenses to service providers in the country. If no information is found about the chosen investment platform or broker association, it means they are not allowed to work in Latvia, State Police stresses.
