Prosecutor decides to end criminal case against former KNAB officer Juris Jurass

Baltic news, News from Latvia, BNN.LV, BNN-NEWS.COM, BNN-NEWS.RUIn spite of the decision by Security Police to present charges, the prosecutor responsible for the case has decided to end the criminal process commenced against the now former official of Corruption Prevention and Combating Bureau Juris Jurass for intentional disclosure of official secrets.

Prosecutor General Aivis Zaluzinskis has concluded that there is no legal justification for Jurass’ prosecution and the case launched against him is to be dismissed due to a lack of a criminal offense.

With the end of criminal proceedings the security measure applied to Jurass – prohibition to leave the country – will be lifted.

BNN had reported in the past that Jurass made a public announcement that he was offered a bribe in exchange for reclassification of the criminal process involving former LDz manager Ugis Magonis and Estonian businessman Olegs Osinovskis from bribery to trading with influence.

In 2015, Jurass informed KNAB, which was then led by Yaroslavs Strelchenoks, and Prosecutor General Eriks Kalnmeiers of the bribery attempt. Jurass claimed there was no reaction to his report from the two institutions. Because of that, he decided to inform the public of this by using mass media – Ir magazine and LTV. Jurass had previously explained that he had no authority to start the criminal process; Strelchenok was the one who was supposed to launch the case.

A criminal process was later launched against Jurass for public disclosure of confidential information. The criminal process was investigated by Security Police.

SP has interrogated Ir journalist Indra Sprance and LTV journalist Ivo Leitans as part of the criminal process.

It later became known that KNAB launched a criminal process in relation to the offer of a large bribe (EUR 1 million) to Jurass this January. In February he was called to come to his former office to testify about the case.

Strelchenok dismissed Jurass from his post in KNAB in summer 2016. After his departure from KNAB, Jurass joined Janis Bordars’ New Conservative Party. He was elected in Riga City Council in the recent municipal elections.
