Riga City Council votes to add Vidzeme market to Riga Central Market’s capital

Baltic news, News from Latvia, BNN.LV, BNN-NEWS.COM, BNN-NEWS.RURiga City Council’s City Property Development Committee has voted in favour of adding Vidzeme Market to AS Riga Central Market’s capital. Opposition members voted against this during the meeting.

The final decision will be made by Riga City Council at a later date.

The matter regarding Vidzeme market’s addition to Riga Central Market’s capital was viewed by the committee several times. Members of the committee had previously agreed to entrust market development of market restoration scenarios to the management of Riga Central Market. To perform its duties and take on development of restoration scenarios, Riga Central Market has asked adding Vidzeme market to its capital. However, opposition members of Riga City Council believe the market’s management should first develop a clear development plan. Only then will it be possible to consider handing over the market to them.

After explaining their position on this matter, members of the opposition did not participate in the vote during 11 June meeting. Because of that, the necessary number of votes was not reached and the decision was not made. An extraordinary meeting was later called to reach a decision on this matter.

On 18 June, deputy Ansis Ansbergs submitted a proposal to postpone the viewing of this matter and decide on it only once specific development scenarios have been prepared.

As it is known, Riga Central Market intends to finish dismantling both buildings by November 2018. This is necessary to clear the market’s territory. From July 2018 to March 2019 it is planned to finish development of future management scenarios and commence realization in May 2019. It is planned to finish the market’s restoration before the end of 2022.

Riga Central Market has so far prepared three possible market development scenarios. One includes organizing an auction for market lease rights for 30 years, allowing an investor to do the work. It is also possible to allow development be performed by Riga Central Market, but this would require taking a loan. The third option includes entrusting management to Riga Central Market and also leasing territory to third parties that would perform development.

All three options include a requirement for Vidzeme market’s development: preserving historic state and providing modern infrastructure, as well as restoring meat and dairy pavilions and providing territory for farmers, retailers and others to sell their products. One other requirement is the prohibition to establish a supermarket on the market’s territory. It is also required to organize a playground for children, a car part, and regularly organize different cultural and tourism-related activities to help promote the area and ensure resident’s involvement.
