Riga port Board members challenge the Krievu Isla tender

Inga Antane, of the Trinity bureau, has been elected in Viesturs Silenieks’ place in the Board of the Free port of Riga. The bureau represented the German Josef Möbius Bau-Aktiengesellschaft Company (Möbius) during the port Board hosted multi-million tender about the Krievu Isla infrastructure development.

The company received the second place, even though their development program was cheaper than the one offered by the construction magnate Guntis Ravis representing the BMGS S general partnership by LVL 13 million.

The offer by Möbius for the purchase tender cost about LVL 76 million, but BMGS S’s offer – almost LVL 89 million. Möbius challenged the tender’s results, and in December, last year the Procurement Monitoring Bureau forbid the port from signing the deal with BMGS S; but in this year’s beginning the Board of the Free port of Riga once again proclaimed BMGS S as the winner.

Public available information on the internet states that, Antane works for the Trinity judicial bureau union, however it is stated on the Trinity web-site that this bureau represents the Möbius Company in the closed procurement tender of «Krievu Isla infrastructure development for the relocation of the port’s activities from Riga Center, Latvia» hosted by the Board of the Free port of Riga. The general costs of the Krievu Isla project are around LVL 105 million, with the possibility of having an additional funding from the European Union for LVL 52 million.

However, it is stated on the Trinity web-page that Antane specializes in pharmacology and patient rights, as well as in international private rights and in the questions of European insolvency. «While working for the government and European Union projects, a large amount practical experience in strategic planning, compilation of normative acts, legal research, and in the preparation and issue of conclusions was gained. Also Inga operates in the questions of human rights and questions of administrative rights», – stated on the Trinity web-site.

On Tuesday, February 14th the government supported the resignation current VARAM representative, Greens’ and Farmers’ Union representative Viesturs Silenieks from the pots of the member of the Board of the Free port of Riga without neither questions nor discussions, and the subsequent assignment of Antane in his place. The Minister of the environment and regional development Edmunds Sprudzs explained the decision to perform the change, with land lease, noting that it was the last straw.
